I live less than a block from a busy street that sees lots of traffic, especially truck traffic and lately I've noticed that some kind of dust irritates my nose causing me to go into a little sneezing fit. I think this is caused by trucks on the street that transport dirt and construction or landscaping waste that are not completly covered up according to the letter of the law. Of course legislatures pass laws that sound good but either cannot or are not enforced. In other words they know that the intent does not match the spending on enforcement, and something dire would have to happen to enforce the law after the fact.
Having said that, one must consider the argument made by Conservatives that there are too many restrictions by government, especially when it is connected to busines and the economy, and that fewer restrictions in things like environmental law is good. But consider two facts: These same proponants of less regulation are in a real bind with respect to alians, especially from Latin America, working for less than minimum wage doing all those menial jobs, they say natives won't do, the reason is that the low wage of the undocumented workers (slaves) is factored into to every contractor's bottom line. If a bunch of Mexicans drive their beat up truck down the street spewing dust causing me to sneeze because they don't know the law or ignore it, it is no skin off the back of the business people who support this business model. If they are Republican or Libertarian and want less regulation so they can have free reign to do business as they please, then they are asking for it when some impact no longer mitigated by the rule of law results in a mob at their door.
And then we will have to revisit that part of our history where social unrest centered on workers rights and damage done by business given free reign by a government of less enforcement more like the Libertarians want and with the black cloud of Social Darwinism. Long before its pseudoscience was embraced by the Nazis, it was embraced by Gaslight Era Robber Barrons in this country. Many people perfer to forget that, or never knew that; the National Socialists were rabidly anti-Communist and were supported by German Plutocratic Capitalists who would have heald the elitist and anti-egalitarian views of many Conservatives. It is worth noting that a technocracy run by Engineers often is furtile ground for such views, especially with a good mix of Ausberger's Syndrome thrown in to lay the ground for the disconnect from the universal rights of each human individual.
